Derby's decision, to have "sole charge of the Civil Hospital" even "though the increase of accommodation may lead to a larger number of patients."
Finding that this arrangement did not work owing to Dr Wharry's disregard of instructions, a new arrangement was given by Sir G. Bowen vide 6th Enclosure B dated June 1883, cancelling the former one and directing that Dr Marques was, in compliance with Lord Derby's decision, to have "sole charge of the Civil Hospital".

Further that the medico-legal work will, as a rule, be performed in future by Dr Marques except in special cases when the Coroner may deem it necessary to designate Dr Wharry for that duty.
